Parliamentary Owl Consulting · Dr. P. Troy White, Ph.D., PRP, CP-T
Parliamentary procedure people can actually use.
Apps and materials that teach the rules of order to students and new officers, and consulting that keeps real meetings in order — bylaws, elections, conventions, and the training that makes the next meeting run itself.
What we build
Apps and teaching tools
Browser-based, installable, and built to survive a school network — nothing to install and nothing to configure before a class can start using them.
The Parliamentary Owl Digital Assistant
One app for learning the rules and for running the meeting. Seven motion drills, a verified question bank with timed exams, study guides, and two presiding tools that walk a chair through a live meeting.
- Drills on precedence, classification, and standard descriptive characteristics
- Question bank and timed practice exams, with a citation on every answer
- Run a Meeting and Help Me Preside for the chair
- Shared agendas and minutes, paired across devices
- Organization leaderboards and per-student progress for advisors

The Parliamentary Procedure Game
A tabletop set of motion chips and prompt tiles that turns the motions into nine different games — a precedence speed test, an SDC round, a mock meeting, and a presiding practicum with a structured debrief after every turn in the chair.
The full rules, the reflection-prompt deck, a rules-at-a-glance reference for every motion, 132 sample main motions, and the cut files for making your own set are all here on this site.

Whether it is a convention that needs a parliamentarian, a set of bylaws that needs an honest read, or a classroom that needs the app, the first step is the same.
